For a surprise in a cafe or an office, clear any decor with that venue beforehand. Many places allow installation only within certain hours.
Teenage years sit apart. Themed characters are already out of place, while adult metallics read as dull, and one strong colour with black or white usually works better.
Photographs decide placement. Build against whichever wall pictures will be taken at, rather than around a whole room.
Age sets tone. An identical quantity of balloons looks entirely different at three and at thirty.
Practical notes
Helium balloons hold their lift for a limited period, which is confirmed when ordering. Foil numbers hold it longer than latex balloons.
Install decor for a home party in the morning rather than a night before. By evening some latex balloons will have descended.
Large structures need assembly time on site, and that belongs in a schedule for the day.
